Board
Election 2008
The Board
Members are elected for a period of two years.
-
Board Members may be re-elected for a maximum of
three consecutive terms
-
If no new Board is elected the present Board
continues until the next election.

The Board can delegate tasks to other Members.
-
The following roles of the Board are assigned to
specific members of the Board on decision of the Board immediately after its
election:
- the chair of the Board
- the treasurer of the Association
- the secretary of the Board.
The Board determines the appropriate tasks, functions and roles needed for
effective functioning of the Association. These may include
- membership
- communication with members and dissemination of the minutes of the General
Assembly
- correspondence
- publications
- external relationships
- relationships with umbrella organisations
- financial management

If a member of the Board resigns his or her post
the Board can appoint another person which must be ratified by the next
General Assembly.

The Board meets whenever necessary and at least
once a year. Meetings may take place electronically.

Decisions of the Board are to be made in a way
that is congruent with the procedures and philosophy of
decision-making followed by the General Assembly.

Voting can also be done by e-mail, mail or fax.
- The members of
the Board are granted a contribution towards expenses incurred in addition
to their attendance at the Association's international conference provided
that the Association’s financial situation allows it.
ELECTION PROCEDURE
This nomination and voting
procedure has been ratified by the General Assembly of 2003
The election procedure is based
on the Statutes & Bylaws of the WAPCEPC and will be carried out before the Conference &
General Assembly.
The election is conducted by an
email ballot of all Individual and Organizational members.
1. Voting instructions and procedure.

All individual
members of the Association are entitled to be a candidate in the election. Nominations are
invited in the Newsletter and on the WAPCEPC website.

The Election is
conducted by the Election committee, appointed by the Board.

The Election is
confidential.
-
Candidates may
nominate themselves or they may be invited or nominated by other members.

Candidates need
to be current members of the WAPCEPC.
-
Their
nomination needs to be supported by two WAPCEPC members.
-
Candidates are
asked to submit a nomination form containing their contact details and a statement, describing
their motivation for standing as a candidate for the Board.

The nomination
form has to be submitted to the election committee by the 1st April 2008.

Prior to the election WAPCEPC members will receive information about the nominated candidates by email and
on the WAPCEPC website.
-
Voting papers
and instructions are sent out by the election committee.
-
All members who
have paid their dues by the 15th May 2008 will receive the voting papers and
instructions.

Votes should be
sent to the address of the Election Committee by e-mail, fax or postal mail before 31st
May 2008.

Each paid-up
member will have one vote.
-
Organizations
will have the number of votes according to membership as laid out in the Bylaws.

Members are
allowed to vote for a maximum of nine out of all candidates, but they can vote for less; if they
vote for more,their vote is invalid.
2. Confidentiality
The Election Committee will
maintain strict confidentiality. They will notify the Board of the number of votes for each
candidate, but will never disclose information about the voters.
The election procedure is
designed to protect the anonymity of the voters:
-
each member
receives two sheets (with logo of WAPCEPC).
-
one is an
anonymous voting form, containing the names of the nominees (without the name of the voter).
The voter cannot be identified from this form.

a separate
sheet with the voter’s name and address, to confirm that the voter is a member of the WAPCEPC and is entitled to vote in the election.
These two forms should be sent
back simultaneously, but in two separate e-mail attachments (or as two sheets by fax or postal
mail).
The election committee will
separate the two sheets before counting the votes. Both forms will be saved until six months after
the Conference & General Assembly (in case of protest against the results).
3. Election result

The votes of
individual and organizational members are counted separately.

In order to be
elected candidates must have received at least 33% of the votes cast in both categories.
-
Those nine
candidates who receive the highest average rank of votes in both categories will be duly
elected.
In case not enough members are
elected, the GA can agree to elect up to a maximum of 9 board members.
People who were nominees for
the e-mail ballot can stand as candidate again if they wish.
To be elected candidates need
at least 33% of the individual and organizational votes at the GA (including proxy votes).
4. Appointment of the new Board
The results of the ballot will
be sent to the Board before June 15 and presented at the General Assembly for ratification.
The newly elected Board will
take up its duties at the end of the Assembly. After ratification of their election the successful
candidates will choose the following posts from among their number:
Chair of the Association
Treasurer of the Association
Secretary of the Board
Election results will be
notified to the membership in the WAPCEPC Newsletter of September 2008.
